OK, as I see it we have these options:

1. Increase size to 10kb
2. Increase dimensions
3. Increase both
4. Do nothing

This would be applicable to both onsite and offsite avatars. Thoughts?

I think we would add ideas like restrictions on offsite avatars or restrictions on avatar priveledges at large but those four cover most of the basic ground.
