I only trust myself and my closest agents to bring about an end to human stupidity. However, due to my careful manipulation, intelligent, educated and rational people will be concentrated in selected conclaves. These conclaves will be reasonably well off after the war due to more carefully applied monies.
My conclaves of educated and rational folks would bring about a quick end to the post-apocalyptic wastes and put civilization on the right track. And since I'll be around for 60,000 years, I can continually push civilization in the directions I want it to go.

Actually, if I got 3 wishes from a genie in particular, I'd wish the bastard into far, deep space. Not that I'm completely unselfish, but if I found a genie, I'd take the corresponding legends of the genie to heart. And that basically means that I'd be dealing with a demigod that was so mischevious and powerful that powerful humans had to find ways to seal them away from hurting everyone. But, being human, they left a secret way to access the spirit in order to force it into servitude. However, the story goes, the genies although enslaved still managed to trick and kill their masters pretty much every time. Even the beneficial genies only didn't kill their masters because they were either bored or felt they wanted to prove their indominatble power (vanity being another genie trait).
Frankly, I wouldn't want to deal with something whose only thought would be "I have to do what this guy says, but how can I make it so this person suffers and dies as a result of their wish?"

Wish #1: (assuming wishing for more wishes isn't allowed and htis is a benevolent genie who won't twist wishes) A full assortment of various pyschic powers. Telepathy, precognition (short and long term), telekinesis, mind control, pyrokinesis, electrokinesis (piss me off? I'll turn off your neurons), with the potential to develop and refine new abilities as I grow in power (up to and including warping the fabric of space-time).
