That's an actual photo I think. I think they were moving a TomCat
around, and didn't feel the need to fly the damn thing over there,
and a barge allowed them to move it safely without blocking off
an entire highway with "WIDE LOAD" vehicles.

No, it's quite useless for that as well, the thing is far too small. The 160th Special Operations Aviation Regiment did have some success flying A-6's off of barges in the Persian Gulf during the tanker war, but the ones they used where fucking huge, and they generally preferred to be based off Perry class frigates which had non tent and sheet metal based support facilities.
