It's very difficult to control how the market goes, and most of the houses are more interest in making money than producing "good" games, and with all the FPS lying around, there's not a lot of space for tactical level games... The gamers are more interested in the control on first person. I'm not saying it's a bad thing, you're looking at a Rainbow Six fanatic, but the tastes have changed, and controling four "dots" going around shooting stuff is commom place now.

True, true. Maybe if your agents could speak more... I mean, these guys are professionals, we should be able to know their opinions. Bullfrog explained it away by saying they were zombie slaves, but I don't see why they would continue doing so int his modern age where personal initiative is important.

Yeah, the best agents would probably become junior executives, subtly mind-controlled purely to keep them on the corporation's version of the straight and narrow.
This could be relfected by a "hand off" button, where you could allow one agent at a time to act as a Section Leader, commanding half your squad and allowing you to carry out two tasks simultaniously. The experience of the agent could influence their actions, with more seasoned leaders using ever more effecient means of achieving the goals you set them. We're already beginning to see AI capable of that kind of subtlety in other games.

I was thinking of reactive AI, AI that has a series of goals and that reacts intelligently to outside stimuli (e.g. guy shooting at you) to reconsider a better course of action. For example if you ordered the agents to tromp off across a street, and they were shot at, instinctively they would duck behind cover and the more aggressive ones would shoot back. Or something.
