You talking about the one on sd.net? That offers an input value of diameter. Or are you supposed to play around with that until a figure of 200GT shows up in one of the calculated values?

Look on the "Planet Killers" portion of the "Essays" page. First one is for a large asteroid. Big crater (18 km), although not the biggest found. Gosses Bluff, Australia has a bigger one.
The Earth has big hit by thousands of asteroids with bigger impacts.
So while the locals aren't going to like it, globally there's little to concern yourself with.
It would need to be about 40 times more powerful before you need to pack you bags and find a new planet.

A 200 GT blast, or as Lord Edam called it in his debate with Mike, a Base Delta Zero, is explained in his part. Of course, his deals with several smaller blasts spread throught the surface of a planet, instead of one concentrated blast.

Basically a 200GT HTL would be close to a one-shot civilization killer but it wouldn't significantly restructure--let alone fragment--the victim planet.
