there are supposed to be some hidden places you can only reach with the dodo though and you must be extremely skilled to maneuver it.

There's really only one hidden place that I'm aware of, and that is the so-called "Ghost Town." And yes, I've been there and can prove it:

That is the Ghost Town. You can't land in it at all; it's just used by the game engine for the beginning cutscene.

Short story: There is no observatory.

It was apparently left out of the game, like the ability to fly a helicopter. The code for helicopter flight was included in GTA3, but they never went through with the idea--though it is in Vice City.

Then why can you see it?

EDIT: What I mean by that, is that the observatory *is* there, but can you get to it?

it´s outside of the playground. right behind the circumfence to be exact.

Damn, that sucks, I really wanted to get up to it. That terrain can be pretty treacherous, I took 80 points of damage from a fall in the game.
