If the goal was maximizing civilian casualties you would see a death toll in the order of the hudreds of thousands,if not millions,because that is what the americans have the capabilities to do.And that will not happen,like it has not happened in the first episode.

Personally I have no idea when any invasion might happen (mostly avoiding the news these days). Since they've been calling people up and deploying units like crazy I would think it would be sooner rather than later but that budget thing could be a problem.
