actually I thinks its more like the situation where a computer manufacturer such as dell provide software to you but do not provide the license. In most cases the software is loaded on the reinstallation cd and thus no license is provided. The license is probably part of the installation screen when you load it up and it shows the licensing agreement and you click yes to accept or no. I"m only guessing here so I'm not entirely sure.
