I wouldn't be surprised if it wasn't a joke. The Republican Guards certainly aren't elite. They never were, by any objective standard.

Well, it in part depends on your benchmark. At least some parts of the Republican guard might be considered elite, compared to the rest of Iraq's army. But if we use western troops as the standard there competent as best.

Heh, Iraqi Republican Guard should be referred to Pretty Good or Possibly elite...

By my definition of the term "elite," the Republican Guard is an elite unit. I would term any unit into which top members of other units are permitted, but poor members of other units are excluded, as being elite.

The Republican Guard is also given additional training and equipment, when compared with the standard Iraqi military forces.
