Cause they have no means to deal with exceptional applicants
EDIT: i`m wondering if some universities waste their resources on football and other sports?
I know sport is kinda important but it will do nothing for someones future.

Hooray for her, and for Princeton. Canadian universities are well, rigid about these things unfortunately, and when that happens guess where all these amazing students go? I was in almost the exact same situation when I applied about oh almost 6 years ago now, except without the exceptional research work. In my case I'd lived overseas a lot and Canadian universities weren't too keen on accepting my foreign education credits and only one, one university out of 3 accepted me. I'd also done my SAT's and applied to a couple stateside universities, and not only did they accept me they offered me swim scholarships since I was a nationally ranked swimmer at the time. And just like they did with Ms. Vertes, Princeton handed me a nice fat scholarship that made going there less expensive than a Canadian institute. Easy choice. I now have a degree in Public Policy from Princeton.

I wouldn't criticize anyone for following their rules. I might or might not criticize the rules themselves, but you can't fault someone for following them.

Quite frankly, it doesn't sound to me (after reading the article) that she made that much of an effort to get into those universities. Most likely, she was headed for Princeton anyway, since it is a more prestigious university in terms of worldwide visibility.
If you want to apply for anything and you have unusual circumstances, why would you simply submit a plain-jane application form? When people have unusual circumstances, they usually take advantage of a device we call "the telephone", and contact someone in the administration in order to make sure that their case will get the proper attention. They don't just submit some plain-vanilla paperwork and assume that some enterprising clerk will notice the anomalies on his own initiative and forward it to the necessary personnel rather than simply processing it through SOP.
