When troops go into a "theatre of combat", then they get hazzard pay, and additionally their earnings are tax exempt.
Yes all and well true for the Grunts and the Marines

However Airforce and Navy do NOT unless War has specficly been declar, tis been the policy since the WW I since tradtionaly, most of the wars/conflicts we have been in don't realy threaten the Navy
However there IS somthing called exactly that WAR PAY(*exaclty that and I should know :P) which is in addition to normal Hazard pay, Lemme give you an example(Though this is indeed entirely a side issue)

Remeber the No Fly Zone's back in 92-95 or so in Iraq? The Pilots patroling those areas got Hazard pay, however the deck they where flying off of and everyone aboard the ships where not(Despite the fact Saddam had a few missles he could have tossed at us if he so chose)

Another example was the troops aboard the USS Cole where not reciving Hazard pay though obviously they got a rather big Hazard throw at them

The Navy and AF is tradtionaly very stingy with anyone who is not a pilot or officer

maybe thats true, I don't really know, congress may have a policy for it, or it may not. Thats not really a constitutional question. fundmentals, are that the bush can probrably attack regardless if he knows Sadsam, or has some evidence that he is planning to attack the US whether a year, or 2 down the line, or even next week.

Its all relative. As long as its threatening, adn will cost americans thier lives, say in a nuclear attack.

Yu are in the military, and you don;t want to attack iraq... thats unreal. Hell I just went to a lecture at the war college where grunts yelled at some liberal proffessor who thought it was unwise. they want to "Fuckstart that pansie ass traitor back to Arabia where he belongs"

We got Hazardous Duty pay in Desert Shield/Storm even when in the Red Sea. The best thing though was the tax-free zone. Now that really added up.

It's been awhile so I don't recall what I got, other than a few beer days and a trip to Somallia, on my last cruise in '93. I was in the Gulf that time but I don't recall getting any kind of hazard pay or even tax free status. I think they might have given us free mail but I don't recall for certain.
By the pricking of my thumb,
Something wicked this way comes.
Open, locks,
Whoever knocks.
