I noticed that certain cultural groups seemed way over supsicious of being ripped off. I always wondered if it had to do with being from a culture that bargains for prices and just not being used to the "this is the price" model here in the West.

In my retail experience, it's almost always Indians, Asians, and east European customers who hassle us on prices and try to bargain. As far as I remember they were all older first generation immigrants with poor English skills.

In much of Asia you haggle over the price wherever you go. Eastern Europe is much the same way, 'tis a cultural difference.
