Let's take a stardestroyer.

Now, how mwny stardestroyers would you need for the combined mass to be enough to create 2 black holes?

Or is this even a correct question?

It depends on how much mass is in that neutronium armor, and whether hypermatter takes up mass...

Two should suffice. Creating a black hole does not require Stellar masses. Even small amounts matter compressed enoguh will create a black hole. Though the mass of a Star Destroyer is unknown it is still sufficient to create a black hole.

Atleast two particles are necessary, but only for quantum gravity effects to make a micro black hole that lives a very small amount of time. The smaller the mass, the shorter the blackhole lives, that's why only solar-or-larger mass blackholes can last for a decent amount of time.

And yet the Romulans are able to create and maintain singularaties on a regular basis, despite having roughly the same tech base as the Federation.

Singularities are not the same as black holes. Infact, they are not inherently connected. They frequently occur simultaneously, but singularities can exist independent of blackholes (the reverse, however, is not possible). Romulan singularities cannot be true black holes, because they are both small yet prolonged and do ot possess huge gravitational fields.

Couldn't they have very small masses compressed, with matter constantly fed in to prevent them from disappearing with violent effects?

Hypermatter, being millions of times more dense than the threshold for a black hole, would easily handle this.

Compress anything enough and it can be turned into a black hole. If you compress a human to a volume less than that of an electron, you get a black hole. For the earth it would be around the size of a marble. Not very stable, but you still get a black hole.

I heard blackholes radiate their mass as hawking radiation over time. So micro black hole would evaporate quicker than a big one. Right ?
