Where do you get them? And where can I get a way to log visitor IPs when I put a site up?

There are probably sites that offer them as services. I don't know any offhand, try Googling them.
If you're looking for something that logs visitors, I have a script in PHP that can do that... Information is stored in textfiles.
It's usually done with a scripting language, such as PHP or Perl - the client's information is recieved when the image is called, and an image is generated by the script, which is then displayed to the client.
