Modern arrows have hollow shafts, the ones I have are basically thin aluminum tubes. It would be best to write the message on really thin paper and then roll it up and stuff it inside the shaft. Retrieving the message could be a bit of a pain though.

Sure, arrows can carry a message, but I don't see a huge advantage to sending a message via arrow. I can't imagine a bow being able to fire a message more than a few hundred yards at best with any accuracy, and at that range it's frankly not too hard to make yourself heard.

Unless you're shooting the message into the castle/town you're beseiging... ;)

Or, you're there to break the seige, and you're wanting to warn the forces inside when and where you're attacking, so they know when to sally forth.

We don't all have tactical radios on us. It may sometimes be the most expedient way to get a message to someone quickly without shouting it for all to hear.

not to mention the fun of shooting down the enemies carryier pidgeons with the wistling arrows.....

The other method was to use the catapult to launch evil kittens at the carrier pidgeons....
