Something along those lines. Anarchy is what the 1% want, I think, a final doing away with the rule of law, and replacement with the rule of men. With them as the top cavemen.

For the lower class to have any effect on the elite, they have to be organized, disciplined, orderly.

And then they can march on the rich neighborhoods!

Thing is, once the poor are mobilized in an orderly manner, violently marching on the elite often becomes totally unnecessary (see all countries that didn't have a communist revolution in the early 20th century).

If order and organization exist, it is often possible to secure one's goals without violence. If they do not exist, no amount of violence will suffice.
