If you haven't seen the cartoon you would be forgiven for not knowing that the previous avatar Aang communicates with is a ) a fire nation guy and b) ancestor of Zuko and hence a noble of the fire nation. Its like the good guys are white people but the bad guys are non whites. I think its mentioned every significant fire nation role was given to a non white actor except the previous incarnation of the Avatar.
Moreover like you say, it wouldn't make sense of an Indian guy ruling a country of Chinese, yet they ASKED for near eastern people.
