Comparing the description of them vs. Ron Jeremy's character, and the description of the Russian bosses vs. the soldiers from the alley, they seemed like they were probably Italian mob soliders or peons.
And remember Murphy's lines about we're all levels of filth, but don't cross the line into true corruption and then they talk about not murdering, raping, or stealing. Considering all this, and the fact they checked the peepholes for their appearances before offing them suggests they recognized them as criminals (if they were automatically guilty just for being there, why were Connor and Murphy unconvinced of the Sin Bin as a target until Rocco said it was a mafia haunt? Why would they bother to check the peepholes if they're crime was just going to the Sin Bin--the dollar through the slot confirmed there was someone there for that).
