Most definitely Stewie would win. Stewie is often foiled by plain bad luck. Such as when he almost killed Louis but Death was not working thanks to Peter.. or foiled just by character shielding, Louis. Because otherwise Stewie is quite an apt little villain and has been responsible for a few deaths and frozen carbonite. I just think he actually loves his family :-)

Of course Cartman almost won a second civil war, started the Fourht Riech, and has a number of times lead a mob of duped followers. Not to mention tricked Scott Tenorman into eating his parents and making millions worldwide crap themselves to death via the brown noise.

Cartman is a ruthless, evil, conviving little bastard and I wouldn't underestimate him.

Doubtful. Most state laws on tobacco only prohibit minors from buying cigars and cigarettes. You can smoke all you want.

I don't know, Cartman's Fourth Reich was halted by a lunatic spraying fartsy dung on him. Stewie considered scrubbing an enormously bloated Peter's underside merely a time consuming annoyance.
I think Stewie has more of a stomach for this sort of thing. :D
