The asshole sounds deranged, besides being obviously dangerous. I suggest getting a court order to have him analyzed.

Thats DEFINITELY a plus. If there is any possible dirt that you can dig up on this asshole that would stick in court, get it. You do whatever you can within the legal boundaries to get this asshole off the streets. Hell, if you're really desperate, just tell the FBI you're suspicious that he might be a terrorist. After all, he does seem to have a grudge against ya'll, and did announce his intention of doing bodily harm.
