No, O'Brien wrote it too make others like Winston feel safe, lure them in. The Brotherhood's Book was never shown atleast the real one.

Perhaps, though I'm subscribing too the 'without a figurehed' stance again, I duuno why. The proles aren't as expanable as you think. They are in number, but not in ideology the Outer Party needs a morale outrage too keep them going. Otherwise the Proles would be mostly n he Outer Party.
