I don't think so...
"Dare wa koko de nihongo o hanashimasu ka?"
dare = who.
wa = particle indicating what is the subject.
koko = here.
de = particle indicating where, with what.
nihongo = Japanese language.
o = particle indicating subject of the verb.
hanashimasu = speak present or future tense.
ka = makes the sentence a question.

I only know very basic things from my ex-gf (fluent) and from taking Aikido. I understood you were asking a question about the Japanese language, but that was about it.

Both could be used, but boku is used by males. When I was in Japanese class, we all usually said watashi. Females can say atashi.
