Why do France, Germany, and Russia want to veto?

It'd be reasonable to vote for the resolution, since that would give Iraq more time and possibly then Iraq may show some kind of proof that it's destroying its weapons.
Instead, France, Germany, and Russia are trying to veto the resolution, which would remove the deadline and most likely result in the US going to war earlier.
So why do those three countries want to veto that resolution? To show they oppose the US or something?

IIRC, Germany is in shit right now because of a nasty economic recession, so I can see that they don't want to start spending sums of cash on a war in Iraq.

I fail to see how France and the rest can veto this. Here is a direct quote from 13. Decides that, in order to begin to comply with its disarmament obligations, in addition to submitting the required biannual declarations, the Government of Iraq shall provide to UNMOVIC, the IAEA, and the Council, not later than 30 days from the date of this resolution, a currently accurate, full, and complete declaration of all aspects of its programmes to develop chemical, biological, and nuclear weapons, ballistic missiles, and other delivery systems such as unmanned aerial vehicles and dispersal systems designed for use on aircraft, including any holdings and precise locations of such weapons, components, sub-components, stocks of agents, and related material and equipment, the locations and work of its research, development and production facilities, as well as all other chemical, biological, and nuclear programmes, including any which it claims are for purposes not related to weapon production or material; Please take note of the unmaned aerial vehicle... They are only vetoing this to protect their own intrests..

Germany forces would play no part in any invasion. It was stated half a year ago that German forces would play no part regardless of what passed in the UN. While Germanys stance has flipped around quite a bit, that fact has not.

France has a lot of money in Iraq and buys oil from them without using the food for oil program, I think Germany does too. Iraq owes Russia billions of dollars. Ofcourse if they think their gonna get that back they aren't fit to run a country.
