So I figure they must be doing some work.

Might be, although unlikely. Anyway, India or whosoever we sell them to never cares.

They do. It's ocasionally shown on TV. When I visit some people at a local... hmm... depot, they also say new tanks, incl. new amphibious research, are being tested extensively. When I was at the preliminary military training, we were about to visit the factory itself, although we never did.
