Girls taking baths in anime

In many anime, we see both male and female characters get into baths and hot springs with towels on.
Doesn't that kinda defeat the purpose of a towel or is there some other reason in there?

1. Probably can't really show lots and lots of full nudity on TV in Japan.
2. It still counts as fan service.
3. Baths in Japan are also for relaxing, not just bathing.

Depends on the bath. Places like hot springs or steam baths are more for relxation than for actually bathing. And since they're public, people often choose to wear towels.

Real girls look cute in towels too. Also the towel adds some modesty to the character, instead of them being a total nudist, or exhibitionist.

Whats wrong with them being nudists or exhibitionist?
Hehe, If its in a public place I can understand why people might wanna cover up but if its in a personal setting there really isn't any point and it would be kinda stupid to waste a towel when you could just where shorts or something.

In anime, I think the towels are mainly for decency sake while exciting you walking bags of hormones known as anime-fans.
However, in the bathhouses in places like Japan and Korea, they're not towels per se, they're cloths that can be used for such functions as a towel, but also help with cleaning, etc.

Trytostaydead's pretty much has it right.
And I might add that while nudity can be shown in anime on television in Japan, the amount depicted probably depend on things like timeslot, age of target audiance, genre, age of character, etc...

While the main cases have been stated, it is also common for the overzealous Western companies like CN to digitally add towels or bikinis or whatever.
Tenchi Muyo! is a prime suspect, though now we have CNX in the UK they have got rid of all the editing so full nudity appears when needed as does dialogue (some edits CN does make the whole programme seem stupid at some points).

This reminds me of one of my biggest pet peeves regarding anime: perfect, flawless skin. Just once I'd love to see someone ugly and gnarled with liver spots or zits or something.
