Although I wouldn't put it past Shrubby to do something like this, this may have been doctored. The hand looks kind of iffy, as well as the light spot under the eye.

It's been posted here before, but it's still funny, even if other photos show the binoculars with the lens caps off, perhaps after minutes of being informed that the caps were on.

You might be right, the hands do look funny. But I think the light spot could be explained by the space between the eye pieces

Snopes covered this some time ago. The photo was taken right as Shrub lifted the binocs to his eyes, and all of us have probably done that at least a few times before realizing the caps are still on. There is another photo taken at nearly the same time which shows the caps were removed in short order.
