I'd take the GeForce4 Ti4600. Better driver and game support than Radeon, and only slightly inferior in terms of speed and capability.

I have a radeon 9700, i was wondering if anyone else was having dvd playback problems? the main problems being that the image is FUBAR and it crashes my computer.

I have a 9500, which is the same chipset, and have no difficulties with watching DVDs. Do you have the least drivers for your graphics card and motherboard? If you have a VIA chipset you really want the latest drivers for that thing.
Other than a driver update being needed I have no idea. Maybe try disabling hardware acceleration.

Turbolink PS's are rebadged CWT's and CWT is a decent brand.Possibly. It could be a rebadged Deer or something - I've never heard of them at all.
At least according to this thread over at the Ars Technica forums.
Though one guy says that his TurboLink was junk.
If you're at all concerned about the PS, Antec is always a safe bet.
