The heel and ball of the foot are fairly insensitive, true, but a woman's arch is exquisitely sensitive - for that matter, a man's, too. If you doubt me, step on a rock - make it a good sharp one, but not sharp enough to break skin with your full weight. First with your heel, then with the ball of your foot, and then square in the middle of the arch. I'm barefoot 95% of the time and my feet are only callused in a kidney shaped area on the sole and the under-tips of my toes. The arch and the areas between and at the base of the toes are all quite sensitive despite this.
