Generally, two-legged vehicles are the ones that bring the most murderous rage. Quadropedal or greater mechs are less offensive to the mind.

Yes they are mecha. The high tech level and shields lets them be viable in combat, but still inefficient wastes. The Empire has a wide range of tanks, and a number of vehicles much smaller then the AT-AT are capable of destroying it.
