Only thing I remember is that it's British.
[Guy walks into his apartment, sees lots of dead people with bullet wounds]
GUY: Why does my apartment look like a bad day in Bosnia?
[30 min later]
GUY: Not now again?

I think it may be Lock Stock And Two Smoking Barrels. The frst part being when the black guy and his gang try to get their money and weed back, the second being when the guy visits the boss he owes money.

Hmmm. No, I don't think it's 'Lock, Stock, and Two Barrels'.
It's a long time since I saw the movie but I remember the following scene:
Three guys (black I think) have captured a fellow who is chained to a suitcase via handcuffs. The suitcase also has a combination lock. Complication: A crazy Russian also wants what's in the suitcase.
So he enters the room and fires a warning shot, then tell them to hand over what’s in the suitcase. One of the guys says that they can't, since he just shot the one person who knew the combination.
The Russian looks around and sees that the suitcase-fellow is lying on the floor with a bullet in his head. Woops.
The Russian solves the problem by
hacking the fellow's arm off!
