They are probably the most commonly recognized and used (and perhaps the first) "words" that are written with numbers that resemble the proper letters.
1337 = leet = elite
ph3r3 = phere = fear

The actual begining/signifcance may never be known, as it could have significance only to the person who thought it up. It caught on, and now seems to be some sort of symbol of net skill/hipness.I theorise it has to do with how numbers look like letters. (If you have dyslexia, or bad reading/penmanship skills!)
It is this groups teeny/young adult slang of the month. Like the intentionaly cryptic gang graffiti, it allows otherwise average young folks to feel "cooler", and exclude the "uncool."It also covers their inability to write clearly, and gramaticly correct.(like I should talk, with my superduper runon scentances!)
It is an other one of those, "I made up the rules, I didn't write them down, and I'm better than you because I know the rules, and you don't."
I personally find it eyerollingly stupid/irksome. I have to laugh, because it is my turn now.
When I was a teen,I did the same type of thing, and irritated MY elders too. Now it is my turn to be irked. Full circle. ("Ha Haaa!" says Nelson.)

In my day it was pig latin, which morphed to turkey irish. (only the nerds)
Our generation merely used heavey slang, the more the true meaning of the word matched the slang word, the less cool it was.
Not having the net, it was actualy harder for adults to figure it out, as all slang was local, not worldwide.The net makes teenager stuff more uniform throughout the country/world.
Our biggest fun, was during the Monty Python invasion, where we we talk as cockney guttertrash as possible, making speach unintelligable to most adults. (except the cool ones who watched it!)
The biggest thing young 'uns do, to irk elders, now and then, is to one day discover, that you are too big to physicaly controle, and begin to be intentionaly rude, derisive, (even when not called for)and smug about the knowledge that you could no longer be shut up.
One day, a wise man said to me, "Son, you are now old and big enough to be a rude asshole, and nobody can stop you. Relish your power, and question the wisdom of useing it. For now it is a thrill of the forbidden. Later, you will figure out when and if to use this power."
I of course, told him to fuck off. The thought stuck, and remained for years, to surface later.It is amazing how the years change you.
I am most remined of the wisdom of Abe Simpson. Homer, as teen in flashback, "Ppppphhh, dad, you're just not with it." Abe, "I was with it, until they changed what "IT" was. Now "it" just seems wierd and scary, and ONE DAY IT WILL HAPPEN TO YOU!"
It happened to me in the 80s. I was driving my car to work, and past the high school, the kids were playing the "cars MUST stop, as I am a pedestrian, and I will slow down when cars aproach, and make them wait longer as I jaywalk" game I played this game myself as a teen. I then said to myself, as I was checking out the ass of some teen hottie, "I wish these fucking kids would get out of the way, as I am late for work." I then realised what I just said. "fucking kids." I was only 22! I then had a epiphany. I WAS an adult now.
One day is here, for me, but it will happen to you none the less. It happens to everyone. Even Howard Stern. One day they stop asking for ID to buy beer. Then the teeners call you sir, or old man, depending on their manners. Then the grey hairs. (I have a skunk stripe!)

Well, in my experience 1337 is only really used in the mocking/cynical sense... my friends use it all the time, yet at the same time make fun of how ridiculous it is. h4x0rz.

I use l33tspeak in games such as CS, but only when I'm in a mood to piss people off. A lot of the newer players to the game have NO CLUE wtf I'm saying, to everyone's amusement.
(Oh, when I use l33tspeak, its grammatically correct most of the time. I'm not one of those AOL thousands-of-acyroynyms-and-horrible-spelling freaks)

1337 varies a lot. Some people disagree about what sevens and ones should stand in for, and some people only change some letters to numbers while others prefer total conversion, ie., "c00l!" vs. "(oo1!

Oh I love doing that. I have a keybind in Quake 3 that sez "I R 31337 C4MP1NG PH4GG07!!!!1" and every time I use it it gets at least one 'WTF!?'

I heard that l33t speaks original conception was as a way to avoid auto mod functions. This is the seems to be the best explaintion for its origin that I have heard.
