Psychiatric patient found dead

I think there's a possible negligence and wrongful death suit in losing him. There's no reason for that to happen. How fucking stupid do they have to be to manage that?
But putting him on the fifth floor? How is that criminal? I'm assuming they put him in an availible room. Short of restraining them there's darn little you can do against some one determined to kill themselves.
