origin of the trout slap?

Does anyone know where this came from originally? A quick google search turns up references as early as 1997, although I personally didn't run into it until i think 1999, on the Borg Collective Tournament website (SE3). It seems to be the most common joke slap, but is it the original slap?

I always just thought it was an IRC thing, its from before 97 IIRC...

IRC...damn, that would mean it's more of a thing that evolved in conversation than something we can find an early web example for. And only now do I remember hearing about that skit, which unfortunately I have never seen. Were the fish trout, specifically, though? I almost never hear any other fish used, and I'm curious why.
