Ok....recently, I bought this over ebay:

it that all of them are damaged?

No it isn't, it has a lower resolution than the SJ-20.
I want a reasonable explanation for this mess.
Fortunately, I paid using a credit card via PayPal, so if all else comes to worse, I can tell the Credit Card Company not to pay...

No, when I ordered it said there were 24 left. After I ordered it, it said
23.

Dude, the 360 is a discontinued model. They're trying to unload old stock on you, I bet they still have those SJ20's.
EDIT: My advice is to cancel your order and get your SJ20 somewhere else. Why do business with a crook?

yeh, sales assistant get told jack shit... especially weekend staff, i never have a clue when deliveries are coming in or what stock has been discontinued, so i have to come up with all sorts of bull shit like, wednesday in a couple of weeks.. but i can't guarantee we'll get this in...

Do I call my credit card company to cancel the charges?
And if he keeps persisting, do I go to my police department to file
a fraud charge?

I'd call your credit card company and stop payment as well as notify Ebay.
If it comes to it, file the fraud charges.

I called my CC company just now, and they say they can't dispute it until
it appears on my next monthly billing statement...starting on ebay now.

Ok, talking to mark about it, and someone wondering why the disparaging in quality I need to remind you that the Refurbishing and Wholeselling business in entirely driven by Federal Income Taxes.
The best <only> times to buy are January and July (they are actively trying to sell their better stuff, and not yet ready to dump it into the "Undermarket". Right now, even though they are going to have to pay quarterly inventory taxes is a BAD time to buy goods, they are hoarding for the Christmas rush.
Basically it works like this Coperations order millions more then they will ever sell, just so that they can have lot's of spare should something go wrong, and because of the labour contracts from the factories thye import from. The name brand product and the clone are all built in the same factory it's just a question of quality control.
Come time for the corperation to pay their quarterly inventory taxes they declare a certain percentage discontinued/lost and ship them to the whole saler distributers & refurbishers. The first tier is the Best Buy/Radio Shack/Circuit City types. Circuit City & Radio Shack usually avoids the Federal inventory taxes by keeping most of their property in Mexico, right next to the Texas border. The California con is to declare them "Junked" they sit in a warehouse in Oakland, being classified as junk often the cases will be defaced with a machine tool as a justification for their damage and tax write off status. A refurbisher then buys brand new cases, and puts the componets into them and resells them. Whole saleers do the Swap/Ebay circuit but are operating out of the same warehouse as the refurbisher. Since the refurbisher needs frequent spare parts.... Well you can see what happens
Moral: Buy in January/July or buy from Texas and pick up the same part it's just been sitting in Mexico so it doesn't have to pay US inventory tax....

Did you talk to a customer representative at the CC company or a supervisor? If it was one of the grunts, call back and talk to a supervisor, and explain the case to them. Supervisors are there to keep unhappy customers with the company, after all: they might be able to do something for you.

While it *is* possible that the one they were going to send you got damaged....
Sounds more like "Bait and Switch". You offer something for a really good price and when the person puts their money down, you suddenly make up a lame excuse for not having the item available. You then: offer them "something better" (in reality cheaper) or offer to sell them something similar but ask for more money.
Sounds like a scam: stop payment, then inform them of the stopped payment, then inform ebay.

Yeah it's a common problem, I really hate it when the credit cards refuse to cancel the payment....
