Well, he's a newbie and thus doesn't have the budget for such sophisticated systems.

I assume all the expensive computer gear is included in your air-defense system? And which one are you using, anyways - Aegis or PAAMS?

Massively upgraded AEGIS, using SM-4 with selectable active/semi active/command with EO or radar tracking/home on jam guidance.

Some of my lesser vessels and UNREP vessels have a cut rate PAAMS.
