ROCKVILLE, Maryland (CNN) -- Police said Friday they believe a high-powered hunting or assault rifle was used "at a distance" to shoot to death three men and two women in the Washington D.C. suburbs of Maryland, and they have no evidence that the victims are associated with one another.

Moose said Friday that authorities are "90 percent certain" that a high-powered hunting or assault rifle was used to fire .223-caliber ammunition from a distance in the shootings in Montgomery County. Each victim was shot with a single bullet.

"We're dealing with someone shooting from a distance, someone using a high- velocity round," said Moose. "Clearly at this point, we don't have any information that it is an illegal weapon."

The police chief would not say from what distance the shots were fired, but said, "We are very clear in that no one ran up to the individual, shot them and ran away." He described the killer or killers as skilled shooters.

The weapon could be anything from a banned assault rifle to a common type of hunting rifle, the chief said.

Capt. Nancy Demme, a Montgomery County police spokeswoman, said police were "90 percent" certain that a high-powered hunting or assault- type rifle firing .223-caliber bullets was used.

Joseph M. Riehl, the Bureau of Alcohol, Tobacco and Firearms special agent in charge of the investigation, displayed several different weapons that could have fired the shots in a Friday morning press conference.

I also really find it amusing that their "long range, precision shooter"

This is so convient just as we are about to elect our congressmen in a
month, and this election will determine the fate of the 1994 Assault
Weapons Ban which sunsets in 2004 BY LAW......

This means that in 2004, newly manufactured AR-15s with 30
round magazines, flash hiders, and bayonet lugs and collapsible
stocks will become LEGAL again to be owned by civilians .......unless
congress passes another even more restrictive ban......

Also, It is a fairly widespread "theory" that many such shootings
in the past ten years were results of "political actors". In the past,
shootings oddly occured right around the time new gun legislation
was being considered.

FOX just broadcast a press conference with the FBI special agent in charge of investigating the Maryland shootings. You'd think that an FBI SAC would be familiar with firearms and would be able to explain them coherently. I was very disappointed from the start, when the SAC indicated that the weapon used was a ".22." I could feel the Brady Bunch yelling, "Yes!" as they geared-up to use this factual but misleading statement to push for a ban on all long guns in Maryland.

The SAC then went on to show a variety of .223 cartridges, from the NATO round to a monster about the size of a 3-inch naval shell (which the camera locked onto), all now misidentified in viewers' minds as ".22s." The SAC then continued, showing an AR-15 and a bolt-action hunting rifle with a scope the size of the Holland Tunnel, while a drooling press expressed shock that such weapons and .223 ammunition are actually available for sale in Maryland and across the United States!

Considering the importance of this news conference, and the caliber of the LEOs involved, it was a dismaying display.

Widower crusades to ban assault weapons

Gun law enacted after 101 California massacre due to
expire in 2004 -- NRA girds for battle

Washington -- A grimly determined Steve Sposato is back in the capital this week to campaign against assault weapons, nine years after a gunman toting two of the semiautomatic weapons killed his wife, Jody, and seven others at 101 California St. in San Francisco.

To win passage of the assault weapons ban in 1994, backers had to agree that it would expire after a decade, in September 2004. The new Congress, to be elected in November, and the president would have to approve new legislation to keep the existing federal ban on manufacturing or selling semiautomatic versions of such weapons as AK-47s and Uzi submachine guns.

The two sides in the gun control debate, one of America's perennial hot- button issues, are gearing up for another battle, and Sposato -- the Lafayette man who lobbied strenuously for the 1994 law -- is back in the trenches. He faces groups like the National Rifle Association, the powerful 4 million- member group that promises to fight the ban with all its many resources as an infringement of Second Amendment rights.

SEEKING CANDIDATES' BACKING

"I intend to make this a hot issue," Sposato said as he appeared with several leaders of police and gun- control groups to announce that candidates in November's congressional elections will be asked to sign a pledge of support for making the ban permanent.

But in an election year in which campaigns are dominated by talk of war against Iraq and a sour economy, assault weapons are barely an asterisk among most voters' concerns.

Yet advocates point to the terrorist attacks of Sept. 11, 2001, saying that legalizing assault weapons capable of spewing several rounds of ammunition a second makes little sense in a society that fears more attacks.

"Will this administration and the next Congress go down as visionaries, or will they legalize these weapons, while touting the war on terrorism, in a society where we are being told there are al Qaeda sleeper cells?" asked Sposato, whose daughter Megan was only 10 months old when her mother was slain.

To the NRA, which is the key part of a powerful pro- gun political lobby that has contributed $1.88 million to congressional candidates this year, the assault weapons ban remains a bad idea that was "purely political in motivation and consequence."

'THEY'RE TAKING ADVANTAGE'

NRA spokeswoman Kelly Whitley scoffed at the attempt to tie the ban to fighting terrorism.

"They're taking advantage of the situation and trying to link the lawful ownership of firearms to 9/11," she said. "Since the terrorists used box openers, maybe they should propose banning them."

The law banned the manufacture and sale of semiautomatic, military-style assault weapons. It defined those weapons as guns with a detachable magazine and two or more of the following: a bayonet lug, flash suppressor, protruding pistol grip, folding stock or threaded muzzle. The law also banned the making or sale of "large capacity" ammunition magazines that hold more than 10 rounds.

The NRA says the 1994 law banned weapons that were rarely used in crimes, although the ones in which they have been wielded are high-profile incidents such as 101 California, the Columbine High School shootings in Colorado and the Santee school killings in San Diego County.

Those guns were available after 1994 because the ban didn't affect weapons already in the public's hands.

TARGET SHOOTING, HUNTING

While champions of the ban say the semiautomatic assault weapons have no valid use, the NRA says the weapons are used for target shooting and hunting. The NRA estimates these weapons account for about 15 percent of all guns in the country.

"Any firearm, regardless of type, size, caliber, cost or appearance, can be,

and is most often by far, used for legitimate purposes," adds the NRA.

Gun control advocates, who have managed to donate only about $51,000 to congressional candidates this year, admit they face an uphill fight in renewing the ban.

"It would be tough, maybe impossible, to pass this in the current Congress, " conceded former Maryland Rep. Michael Barnes, who now heads the Brady Campaign to Prevent Gun Violence. "Lots of members from both parties wouldn't be willing to vote for reauthorization."

After the 1994 vote, gun ownership advocates exacted revenge at the ballot box, ousting several members of Congress who had voted for the ban.

Sposato said he wanted to enlist Sen. Dianne Feinstein, D-Calif., the prime sponsor of the 1994 ban and of subsequent efforts to fight its repeal, in the new fight.

FEINSTEIN'S SUPPORT

The senator, who as a freshman legislator got national attention for her gun control effort, is ready for the battle, said spokesman Howard Gantman.

"This will be one of our top priorities next year, no question," he said.

"But the gun lobby is extremely strong," Gantman added, saying the 108th Congress would face another major debate over guns.

One hopeful sign, said Barnes, is that in the 2000 presidential campaign then-candidate George W. Bush said he supported the law's renewal. Since then, the White House has been silent on the issue.

to restrict future sales of assault weapons in Maryland. We
discovered in our research and throughout the Judiciary Committee
hearing that the bill, in its original form, was too broad.
Therefore, under the guidance of the law enforcement community, we
drafted amendments that would narrow the legislation.

Specifically, the proposed amendments listed actual assault
weapons which would be restricted and deleted the generic definition.
Further, the amendments explicitly stated that all present gun owners'
weapons would be "grandfathered" so that anyone already owning an
assault weapon at the time this law was enacted would be able to keep
their weapon. We have attached a copy of these amendments for your
files.

Unfortunately, these amendments - and, therefore, the bill - were
defeated in the House Judiciary Committee this morning by a vote of 10
to 11.

However, the problem still needs to be solved. These weapons are
proliferating at an alarming rate. For example, in 1986,
approximately 8,100 AK-47's were imported into the United States. In
1988, that number exploded to over 80,000 and, by next session, twice
that many more will have been imported.

Presently, there is a similar bill in the Senate that is
scheduled to have a hearing in the Judicial Proceedings Committee on
March 9, and the House Judiciary Committee has already committed to a
summer study of this legislation. We are confident we will have
action on these terrible weapons within a year, and hope you will
support this effort.

WASHINGTON – It's not gang-banging. Or spree-shooting. Or armed robbery. And it's not a serial killer.

So what would motivate two assailants to randomly target five victims in a Maryland suburb, and possibly a sixth in D.C., killing each with a single shot from a high-powered rifle?

The calculated shootings, which took place Wednesday and Thursday, are like none that federal investigators have seen.

"If some sicko just wants to go out and essentially assassinate a bunch of random people – and he's not a terrorist – it's almost like a new category" of crime, said a veteran FBI agent.

The perpetrators aren't spree shooters, FBI profilers have concluded.

Typically, spree shooters are loners who snap one day and fire away until police appear and they come to their own violent end.

They typically seek revenge on an employer, such as the post office, or fellow students at a school. They come to the scene loaded with weapons, and take a stand, spraying victims with bullets.

But in this case, two men in a white van or "box truck" did not spray bullets, but picked targets, trained a rifle, or rifles, on their victims and aimed to kill, like trained assassins.

"In a spree shooting, there are usually a lot of people wounded," said one agent. "The shooter is not really taking time to aim."

"This is much more cold and calculated than the typical spree shooting," he said. "The victims were not wounded."

What's more, the sniper, or snipers, didn't take a stand, but sped off to avoid capture.

"This is different – they've taken great steps to avoid being apprehended," he added.

Authorities are said to have a description of the shooters but are not releasing it. They've reviewed video tapes from security cameras at some of the businesses where the shootings took place.

"The idea of terrorism is to spread fear," said one law enforcement officer. "If that's what they wanted to do, they've succeeded, because there's a lot of fear in the Washington area right now."

Did any of you notice on the close up shots of the ammo that one of the rounds was actually a .308 or .30-06 round? What a crock. The casing was substantially larger than that of a .223. That was the casing they zoomed in on was the .308.

I've been saying all along that anti-missile defenses, fighter planes, and tanks are a pretty ridiculous defense against terrorism. If someone wants to hurt people at random, it's almost impossible to stop them. And while I would want to be armed if I lived in that area, it probably wouldn't do me much good against people who stop, take a potshot at long range with a rifle, and then take off.

Actually, it's true. It seems that a mass shooting event ALWAYS seems to
happen just around certain "critical" times, such as the time when a guy
went nuts outside the white house in 1994 and sprayed it with rounds
from an AR-15 ONE WEEK before the vote on the 94 Assault Weapons Ban...

The other theory (and more plausible) is that the antis always have at
least several gun control laws floating around in the hopper, ready
to be deployed when stuff like this happens....you CAN hold a bill
for quite a while before it must be voted on....

Enough people saw that white truck the first time to get a description
of it out to the police, and pretty soon in your example, a darkly tinted
van is going to be splashed all over the news and you will be pulled
over by the police and shot as you resist arrest.

They were setting up roadblocks and pulling over every white truck
yesterday. The appropriate way to respond to such a killer is by
establishing a rapid response unit from the various State Police
Helicopter units...they can be on scene in minutes....and spotting
every vehicle that matches your hypothetical van for the cops below.
