I know the I-950 was from the books. It was a born human with cybernetic implants. Don't know about the T-XA.

The T-XA is from the lesser known (They vary in quality, when they're good, they're very, very good, when they're bad, they're pretty appalling, there's more good bits than poor bits though) trilogy of books by Russel Blackford. It's what the T-X should have been, it comes from a timeline in which Judgement Day happened in 2012, and John Connor was killed before then, thus that version of Skynet was winning the war.

It's full title is the T-XA 'experimental autonomous model.'

Time to act quickly. The T-XA changed, loosing the characteristics of any specific human. It became smooth, sexless, abstract. Clawing the fingers of one powerful hand, it reached inside its massive chest, which parted viscously. Its arm sank nearly to the elbow.

The T-XA felt no pain from its time displacement. Its carefully tuned, multiply redundant nanoware had ridden the space time displacement field better than any living flesh.

It withdrew the arm, a phased-plasma laser {well, there probably is a laser element there somewhere.} rifle now gripped in its big bouder of a fist; a black metal weapon almost three feet long, with no stock attached.

It can also split itself into multiple independant parts (most of the time it spends as a couple and a dog), scan objects for mimicing without requiring physical contact, detect time field displacement equipment in operation from some distance, and occasionally control humans in much the same way the T-X can control machines (by injecting it with "nanoware fragments" that control the host's neural function, or they can assimilate the memories of a victim, even a recently dead one).

It also acts in a more intelligent manner than the other terminators (bar the T-1000, who it acts in the same way as) we've seen. Its reactions are faster and it has greater strength than a T-1000 also.

We see three throughout the books, One of them fights about five reprogrammed T-800s to a standstill, before being destroyed by combined fire from dozens of plasma rifles and cannons. The two others are destroyed in equally difficult ways, including being scattered throughout time and space via Time Displacement.
