It's basically telling you to telnet to towel.blinkenlights.nl . Assuming you use Windows: Go to the start menu. Up a couple options should be something labelled 'Run'. Click that. Type in 'telnet towel.blinkenlights.nl' (no quotes) and hit enter. Watch the pretty colors.
