No, it's a well known fact they have jack shit in the way of hygiene in a lot of the places such diseases like this occur. This isn't SARS, there is no effective way to quarantine this thing. We fully disclosed the problem, had hospitals properly quarantined, and screened incoming passangers to Pearson. China wanted to save face by dealing with the outbreak, even if it was a totally new disease, themselves. That however did them more harm.
