How much does it cost to operate a site like this? It must be very draining energy/money-wise.

Around $40/month for the main website. The operating costs for the BBS are taken up by the very magnaminous Lord MJ, who lets me use his server to host it. If not for his assistance, I would use my home server for the BBS, as it requires fairly unfettered access to much more CPU power and memory resources than a typical shared hosting account would give me. Haven't paid attention to OPP or RCMP cars since I went to school in Ottawa so I'm not sure what they are. But every single Toronto Police cruiser's a Crown Vic except for some parking enforcement cars which are little shitbox Chevys or something like that. My cop buddy loves them since they have lots of power and you can run them over curbs and potholes without damaging the suspension.Col.
