Need help - Music ID

I need to know the composer and the title of this song. I heard it on a mix CD, and I've been transcribing it for a while, and I don't know who wrote it or what the name of the piece is. It's driving me nuts. Anyone know it?

Okay, with the descending line in the first measure I thought I was listening to the Canon in D by John Pachelbel, but it doesn't stick with the pattern. Sounds Baroque in style, but I can't name the piece. Sorry. I'll ask some of my professors.

I'd say not baroque. I don't know for sure, but it sounds a little Elgar ish. British from the late romantic period. (not Austro-German Romantic, which is a different beast entirely).

That's just my guess tho, so don't take it at face value. But it might be something to point you in the general direction.

I had heard that it might be Tchaikovsky, but my source wasn't certain. Possibility?

If that's Tchaikovsky, I'll eat my hat. I have the complete works of Tchaikovsky, both in written form and in recordings. I'd recognize it. And besides, that's not his style at all. Think bombastic for him. (Except for Romeo and Juliet, but I'd recognize that as the orchestra played it last semester.)

You can rule out J. S. Bach, he wouldn't write something like that. It sounds post Baroque.
