I would say yes.
As a human replica droid, she would be designed to precisely simulate human behavior in many given situations - probably with special regard to non-PG rated behaviour, because of the obvious underworld applications for these droids. Having a form of pain response would be necessary to avoid exposure as an inhuman infiltrator.
But then, Guri would probably be self-aware enough to selectively control her sensory inputs, so she can do superhuman stuff like jumping off the tops of buildings, and fighting for hours on end without the momentary distraction of flinching. So she could easily refuse Data's advances even if he immobilised her with straps or something, simply by shutting off her tactile sensors until she can break free and kick Data's candy ass.
But then again, the Droid torture chamber sequence in RotJ seems to indicate that you can externally hack into and enhance a droid's pain responses with impunity. Data probably has the raw technical skill to do this, but he would need detailed information that would be almost impossible to find in the ST universe, unless he had Guri strapped down long enough to work it out for himself. Which seems unlikely.
