Excel Saga goes at the top of the list, of course. Azumanga Daioh is a funny shojo anime coming out this month (I loved it, and I usually can't stand shojo). FLCL is hilarious at times, Lupin is very funny, and the three space cowboy series all have a fair amount of good humor. And don't forget Project A-Ko.

Jin Roh and Ghost of the Fireflies.

No, most of the good ones have been taken already, Excel, A-ko, Azumanga, etc.
I would point to a couple others, Outlaw Star, one of the cowboy series joe may have been refering to, good action, lots of fanservice, humorous, but it can be a bit sad at times.
The grandpapy of space anime parodies, The Irresponsible Captain Tylor, a great series, your basic run of the mill space opera, earth spacy, which looks oddly like a navy, vs horribly beweaponed semiorganic alien ships piloted by beings you can tell are aliens because they are all elves. But it's all good, because it's a parody, it follows a klutzy lucky ass bastard named Tylor who slips into the navy through silly coicidence and gets his own space ship. Filled with crazy marines in who look like they've been plucked out of 80's american horror movies, an anal XO, a pretty love interest, a drunk doctor and twin 15 year old girls(of course). It's hilarious as hell and makes one pine for the old days of anime clubs when it was 6 chunky bearded men watching Mobile Suit Gundam in a stuffy classroom.
And last but not least, and I'm surprised it hasn't been mentioned, Matian Sucessor Nadesico. It's a late 90's version of Tylor in some ways, but with a better plot and references to every mecha anime in history. It's got a political plot like a Gundam series, interesting characters and some great action.
Go have fun.

Try Dragon Half, Lupin III, and look for a series of shorts called Colorful.

Oh, yeah, no one has mentioned Tenchi Muyo. Stay away from Tenchi in Tokyo, though.

Read or Die.

You'll die laughing from the sheer "WTF?" component.

I highly suggest the Golden Boy OVAs and the Green Green TV series. Both are sexual/romantic comedies with alot and I do mean alot of seriously gut busting dirty humour.

Devil Hunter Yohko has its fair share of comedy in it. I'd also recommend Ranma 1/2. goldmine for slapstick and over the top comedy.

I dont remember the title all the way, but it was someting like Jungle-someth-something...

It was about this girl whose father went to africa and brought back a relic that awakened some nasty ancient god, in teh form of a midget with green hair a tiger skin loincloth and a spear.

So teh girl has to take the power of the 'flower angel' Mii and she does a really dirt dance and transforms into a black chick with a skimpy outfit and ginormous breasts to stop him. But actually, she kind of starts to like him...

Theres also a dirty old man with a rhino horn over his shlong, and a blue-haired demon/water spirit chick, or some such, who is prety well endowed herself. Most of teh jokes are breast related :) and one of the most phalic images you'll ever see is Mii nd the demon-midget landing on a jetfighter (dont ask) and...well, her breasts look nice all pushed up against the glass of the canopy 8)

Anywho...i found it hilarious, but i havnt seen it in a while. Does anyone remember the full name?

Oh yes, like any truly good anime, about fifteen episodes in you get the one episode that's entirely devoted to explaining the backstory you have can actually understand what in the hell was going on up to that point.

Other than that, my friends and I have just about died laughing pointing out all the rather obvious mistakes the 'villains' and heroes have made in the series. (Oh look, ventilation systems just big enough for a person to crawl through in the enemy's fortress, who woulda thunk?)

Read or Die is worth seeing for the not-so-subtle America bashing. It's so blatant that it's hilarious.

Umm, the first thing that happens in the OAV series is 1) the White House gets blown up and 2) the President pisses his pants.
