I got the image from a friend via e-mail.

It was apparently featured on www.panzerbaer.de some time ago, but the site doesn't load for me.
The pic says it's not a fake picture, and the thing was made to reduce noise pollution because of eco-activist complaints...but I don't know what to think of this
