How was this site (the board) made? How can I make one like it? I tried following links...but I can't figure it out...

Go to www.phpbb.com for the free software I used to make the board. You need a webhost with PHP and MySQL to make it work, or you can host it off a home Linux machine if you have a static IP or you sign up with one of the Dynamic DNS services.

I have a duplicate of this entire board running on one of my home Linux boxes, which I can use for experimentation (I always dry-run version upgrades on it before running them on the main site). I synchronize it to the main site every few weeks or so.

Get the software from www.phpbb.com and install it. You need a provider with webspace, and they need to have PHP and MySQL (without getting into the details, these are two features on better webhosts). If they don't have both, you're shit out of luck, and you must either forget it or find a webhost that DOES have both.

Once you have the right webhost, just download the software and follow the installation instructions. It's very easy if you're fairly computer-literate, but you're a complete n00b, you might need help.

What is a good wbhost, then? ANy ideas? I currently am used to angelfire, but know of many others (I refuse to touch geocities with a ten-foot pole).

k, i´m not an expert on this stuff, but:
if you want to run a phpbb board on your site you need to make sure that the webspace provider allows you to use php and sql.
geocities and anglefire and similar crap wont allow you to use php and sql.
your university server is probably able to do so. ask your admin if you can use it without any problems or ask him to activate that stuff for you. if that´s not possible you´ll probably have to pay for webspace. i dont know any web space provider who gives you phpsql stuff for free.
that´s not hard to understand, is it?

Step 1: Go to www.spaceports.com to get a free webhosting account that has all the stuff you need to set up a board like this (there are two other free hosts listed on the phpBB recommended links list).

Step 2: Set up an SQL database on spaceports.com (you'll need the database name, the database hostname, the username, and the password to set up the software). Spaceports.com should have instructions for doing this.

Step 3: Download the software from phpBB.com.

Step 4: Read the manuals and install the software.

After that, most questions would fall into the RTFM category.
