Uh, what's "not nice" about it, beyond what any prisoner should recieve?

The bags over their heads are probably for security purposes... makes sense.
The earmuffs make sense as transport planes can be damn loud. If they wanted to be mean they wouldn't give earmuffs to any of them.
The restraints make sense as they will keep the prisoners from moving, as well as making sure they don't get jostled around too much.

Seems like the prisoners are being rather fairly treated.

For more ironic punishment, load the guilty into an obsolete civil aircraft and autopilot the thing into the side of a mountain.
