I've seen this before. It's the instruction sheet for an nonlicensed (READ: illegal as heck) Dragonball Z toy sold in Hong Kong and a few other places in Asia. What it's supposed to do is be suspended from the ceiling and spin around in circles like those toy planes that some stores have whizzing around. The original instructions were in Chinese (rather than Japanese), so those really wouldn't help.
