Whenever I go into one of the forums, I have to refresh it to see the new posts, and whenever I go into a thread, I have to refresh it to do the same.

Why?

Your ISP is probably routing port 80 traffic through a transparent proxy server in order to reduce its bandwidth. Proxy servers often have aggressive caching routines and a manual refresh may be required in order to force it to retrieve updated data.

Hmmm...let's try that again. Your ISP is feeding you previously saved copies of SD.net to save on bandwidth, and it'll only give you up to date copies when you hit "refresh". This way the ISP doesn't have to keep downloading fresh copies of SD.net all the time and saves on bandwidth.

Use a different ISP or just get used to hitting "refresh".

Gah. Shifting ISPs is not an option. Oddly enough, this does not happen on other forums and didn't happen until today.
