The Cobra Dane array out in Alaska could probably fry the reindeer's brains at 50 miles. Most lesser air search radars kill birds close in when there at full power.

How do you expect to hit a guy who is [1] Flying [2] Moving at many tens of thousands of miles per hour to make all his deliveries in time, with a weapon as inflexible as a MX ICBM?

If you mean to destroy his base of operationsat the north pole, I'd go with a commando assault to catch him as he lands. Then my men would haul off those incredibly productive elves my your evil labs and superweapon production plants before blowing the place with a emplaced Atomic Demolition Munition.

At the speed's he need to move, Santa would be able to outrun the shock waves and would need massive heat shielding anyway.

If you could get into a position in which your bullet had a chance of hitting, dead ahead, you could just use a brick. In any case the odds of reaching such a position are rather low. Best to wait in ambush for him to land and get out of the uber sleigh.
