I'm planning to write a fan fic, but I have a few questions that I was hoping I could get answered.
1) What are the similarities between a wormhole and a transwarp conduit as used by the Borg? Preferably when viewed from long-range scanners?
2) When fleet elements are rotated to allow for downtime and whatnot, is the entire fleet returned to port, or do they only rotate part of the fleet at a time? If they do rotate only part of the fleet at a time, what elements are rotated?
3) Are there any existing orders to be carried out should a fleet (or fleet element) lose contact with command and cannot immediately reestablish contact?
I know these are fairly specif, but I want to make sure before I start writing and violate existing EU material.

I don't know the answers to your questions, but if someone who does shows up, it'd be convenient to know which universe you are asking about.

#1 - Starfleet was able to ID a Borg Transwarp Conduit as such very quickly when one appeared over Earth at the end of Voyager. I would say that the Conduit has most of the same properties as a Wormhole, but factors that are normally 'random' are 'constant' with the Conduit. (as I recall, Wormholes in Star Trek are unstable, which is what makes the Bajorian Wormhole so special).
Borg Conduit vs Bajoran Wormhole, I'd say they would read as similiar, but the Conduit would be missing some of the radiation types, and have higher levels of others.
i.e "It's detecting like a wormhole, but not like anything in our records. It almost reminds me of the readings from a backup hyperdrive"
#2 - If you are talking about Star Wars, the entire Imperial fleet is not rotated to port at once. I'd be surprised if more then 10% of the fleet was down at any given time in a sector. It's probably between 2 - 5%. That way, everyone could have a 2 week rotation a year. i.e 2% of the fleet is down during a given week.
If you are talking Starfleet, there is no concreate data. I think we saw the Enterprise-D put in for refit twice during the run of the series. Once after 5 years for a particle sweep, and apparently between the final episode and the 7th movie.
(This is not counting the periodic time they had to put in for repair after fighting the Borg)
#3 - One would assume so. The Federation order seems to be 'restablish contact with all speed'.
I'm only aware of one instance of part of the Imperial fleet losing contact with the rest of the galaxy in Star Wars. They had crossed a dimensional anomoly, detected a city, and attacked to conquer it.
However, given the captain was female, she might have felt she had something to prove. When her ships were crippled and the Millenium Falcon flew off to leave them floating in the dimensional anomoly, she screamed at them about denying them the glory of death.
So take that into consideration.
